A three dimensional undulating roof, inspired by synoptic weather charts, connects three buildings housing two weather bureau departments and a multifunctional room, harvesting rainwater for irrigation. Reinforced concrete provides resilience against typhoons and earthquakes, while deep overhangs filter the subtropical sun. A wind tunnel placed below grade reduces vibration and noise near sensitive instruments and tests facade resilience.
